The main reason is because in previous models like Iphone2g, 3g and 3gs.. the jailbreaking and locking can be easily done with.... redsnow and snowbrezze.. or some people uses turbo gevey sim for unlocking....
But in iphone 4 the mobile can only unlocked by the Apple store.. that is not possible if the mobile is assinged with some contracts...
So, if anyone needs to unlock the iphone4 the best way is using turbo gevey sim.... but if you update your iphone with lastst firmware Ios 5.0 or later.. the baseband of your Iphone wil change to 4.11.08.. where this basenad is not unlockable with turbo sim...
